The Organisation
Western Power is a Western Australian State Government owned corporation responsible for building, maintaining and operating an electricity network that connects our 2.3 million customers to traditional and renewable energy sources, delivering an essential service to our community.
The Scope
Western Power is seeking registrations of interest from suitably qualified and experienced organisations, for the provision of:
- Design, manufacture and delivery of approximately 22 Emergency Response Generators (ERGs) with capacities ranging from 45 kVA to 500 kVA for use on Western Powers Distribution Network.
45 kVA Trailer Mounted Generators
100 kVA Trailer Mounted Generators
300 kVA Skid Mounted Generators
500 kVA Skid Mounted Generators
- Generators are used to supply power across the network in the following circumstances:
Emergency situations
Significant equipment failure events
Planned maintenance activities
Augmentation of or providing support to those parts of the network that become overloaded, particularly during high temperature weather conditions.
- Sound pressure level at 7 meters from the surface of any equipment shall not exceed 62 dB (A) across the full operating load range, unless otherwise approved.
- The supplier must follow the detailed specifications for emission requirements in accordance with the brief technical specifications provided under ANNEXURE A.
- The supplier must follow the Communications and Control requirements in accordance with the brief technical specifications provided under ANNEXURE A to ensure SCADA system functionality along with Synchronization and Parallel operations of ERGs with the grid and/or other ERGS.
- Unless agreed otherwise, equipment provided shall have a minimum design life of 25 years.
- Further detailed technical specifications to be provided to vendors upon registration.
Services required include:
Support Services: The Contractor shall provide technical support for all equipment and components supplied by OEMs.
This support shall include:
- Remote troubleshooting assistance.
- On-site support for complex issues (when required).
- Availability of subject matter experts for critical operational challenges.
- On-site repair services, if required.
The Contractor must offer training sessions for Principal representatives, covering:
- Installation and operation.
- Outline maintenance and testing.
- Troubleshooting and fault resolution.
Documentation required include:
The Contractor shall deliver comprehensive documentation for all OEM equipment, including Operating manuals: Step-by-step guides for daily operation.
- User guides: Simplified instructions for common tasks.
- Maintenance manuals: Detailed procedures for inspections, replacements, and servicing.
- Troubleshooting guides: Common faults, diagnostics, and solutions.
- The Contractor shall provide detailed warranty documentation specifying:
- Coverage duration: The warranty period for each major component (e.g., engine, alternator, control system) and the overall ERG.
- Scope of Coverage: Inclusions such as repair, replacement, or service for manufacturing defects, workmanship issues, or premature component failure.

Registration Requirements
Suppliers are required to respond to the following for the ROI submission:
- Demonstrate a proven track record and capability in delivering services that align with the high-level scope requirements outlined above and as specified in the technical documentation.
- Reference from at least three customers who have been offered similar services.
- Safety, Health & Environment information to evidence the ‘Safety Culture’ of your organisation including relevant safety reporting data for at least the previous three years.
