1. The Organisation

Western Power is a Western Australian State Government owned corporation which builds, maintains, and operates the electricity network in the South-West corner of Western Australia.

The Western Power electricity network forms the majority of the Southwest Interconnected Network (SWIN) which together with the electricity generators, comprises the Southwest Interconnected System (SWIS).

Western Power’s vision is to deliver on the changing energy needs of Western Australia, powered by community trust and the passion of its people.

Western Power is mandated to protect its employees and contractors from injury, protect the public from live network assets and protect its critical infrastructure from loss. All these are essential in meeting the National Guidelines for Protecting Critical Infrastructure from Terrorism and relevant Work Health Safety
legislation.

There is a requirement to reduce the risk of injury, theft, customer interruptions, reputational damage and regulatory penalties that may all occur in the event of access to Western Power assets by unauthorised
individuals.

2. Objectives
The objective of this Expression of Interest(EOI) is to upgrade Western Power’sinfrastructure and technology for Key Management Systems (Electronic Key Cabinets) across our fleet key storage sites and transmission substation sites. 
The preference is for a solution that integrates with or makes use of existing Western Power systems and infrastructure. Stand-alone systems, and those also requiring significant customisation are not preferred.

3. The Scope
Western Power is seeking EOI from suitably qualified and experienced organisations to upgrade infrastructure and technology through the provision of Key Management Systems (Electronic Key Cabinets) for two distinct requirements:
a) Fleet Key Management 
b) Substation Key Management 

4. EOI Requirements
Please address the following areas as part of your response:

Relevant Experience and Track Record
  • Demonstrate your organisations capability, skills and track record delivering key management  systems and include references from at least three customers who have been offered similar services.
  • A list of current and/or past current contracts (in the last five years) demonstrating experience delivering comparable key management systems and provide the location of the services provided.

 Description of Products and/or Services 
  • Provide a description of the size, features and functionality of the key management system proposed including hardware and, if applicable,software requirements.
  • Provide a list of products proposed to meet the scope of services and the availability of the proposed key management system.
  • Describe the process for installation, commissioning, and maintenance of the proposed key management system.
  • Describe the provisioning software for commissioning and or maintenance of the proposed key management system.

Systems Integration and Customer Support 
  • Describe integration capabilities of the proposed key management system (currently Western Power is using the Gallagher Security Management System).
  • Describe cybersecurity controls of the proposed key management system (e.g. password control,hardening).
  • Provide an outline of any high-risk workplaces your organisation has previously serviced and describe controls that were put in place to manage, record and control risks identified.
  • Provide details of your organisations approach to providing customer support services including responding to equipment breakdowns, ongoing maintenance, training and any other value-added services relating to the proposed key management system.

5. Lodgement Closing Date and Time
Closing date for Responses is 12 noon (AWST) Thursday 12 December 2024
Lodgement and Delivery of Responses:
(a) Western Power may, at its absolute discretion, elect to consider or reject a Response that is 
received after the Closing of Responses. 
(b) Except with Western Power’s prior approval, a Response is to be delivered by email and must 
be:
   (i) provided as an attachment to the email. 
   (ii) sent to Vnouska.Hodgins@westernpower.com.au
   (iii) Western Power may, at its absolute discretion, suspend or cancel this EOI at any time.
