Supply and Delivery of Capacitor Banks and Damping Reactors

THE ORGANISATION

Western Power is a Western Australian State Government owned corporation responsible for building, maintaining, and operating an electricity network which connects over 2.3 million customers to traditional and renewable energy sources, delivering an essential service to our community.

BACKGROUND

Western Power requires supply and delivery of Capacitor Banks and Damping Reactors in both 22kV and 33kV voltages for use on the South West Interconnected System (SWIS).

THE SCOPE

Western Power is seeking registrations of interest from suitably qualified and experienced companies capable of supplying and delivering Capacitor Banks and Damping Reactors at 22kV and 33kV voltages.

REGISTRATION REQUIREMENTS

1.    To be considered for the inclusion in the Request for Proposal, please REGISTER your interest on the Western Power website link below by 1pm (AWST) Friday 04th October 2024.
2.    Answer all questions listed in the Registration of Interest Questionnaire below. If documents need to be attached to the registration, please send an email to Tom.Rafferty@westernpower.com.au 

Please note that registering for this ROI opportunity does not guarantee that you will be invited to participate in a market event or become a supplier to Western Power.

Western Power will review and evaluate the registration received against the scope requirements.

ROI Questionnaire:
Western Power is interested in identifying suppliers that can demonstrate capability by responding to the following ROI questions:
1.    Is your organisation the OEM or the Agent/Distributor of an OEM of Capacitor Bank?  
2.    Please provide a list of your current clients in Australia and internationally. 
3.    Does your organisation design, manufacture, and test outdoor three phase, star-star, ungrounded, shunt capacitor banks, series reactors, neutral unbalance sensing current transformers with support structures and insulators?
4.    Please list the Capacitor Bank voltages that your organisation supplies (Western Power currently require 22kV and 33kV Capacitor Banks but may seek alternate voltages in future). 
5.    Is the rated capacity of each capacitor unit in the range 200 kVAr to 400 kVAr?
6.    What range of capacity has your organisation previous manufactured (Western Power typical requirements are between 5 - 20MVar)?
7.    Are the series damping reactors air core?
8.    Please advise the location of your manufacturing facilities both in Australia and Overseas. 
9.    Please advise the location and range of services of your Australian based technical support and service centres. 
10.    Please provide examples of recent projects & value in the last five years. 
11.    List the standards to which your offered Capacitor Banks, Reactors, CTs and SPIs comply.
12.    Does your organisation offer full type testing of Capacitor Unit? 
13.    Does your organisation have an endorsed manufacturing facility with independent external accreditation confirming compliance with ISO9001? 
14.    Is your organisation able to provide copies of type test certificates from an internationally accredited testing authority as required? 
15.    Is your organisation, including parent and subsidiary entities, fatality free for the last five years?
16.    What is your rolling 12-month Total Recordable Injury Frequency Rate (TRIFR) 
17.    Does your organisation have an established SHE management system which is aligned to AS/NZS 4801, OHSAS 18001 and AS/NZS 14001, or the equivalent international standard?
