Expression of Interest (EOI) Bulk Fuel Tank Maintenance and Relocation Services
1. The Organisation
Western Power is a Western Australian State Government owned corporation which builds, maintains, and operates the electricity network in the South-West corner of Western Australia.
The Western Power electricity network forms the majority of the Southwest Interconnected Network (SWIN) which together with the electricity generators, comprises the Southwest Interconnected System (SWIS).
Western Power’s vision is to deliver on the changing energy needs of Western Australia, powered by community trust and the passion of its people.
Western Power is mandated to protect its employees and contractors from injury, protect the public from live network assets and protect its critical infrastructure from loss. All these are essential in meeting the National Guidelines for Protecting Critical Infrastructure from Terrorism and relevant Work Health Safety legislation.
2. The Scope
Western Power are inviting Expressions of Interest (EOI) from qualified and experienced companies capable of providing bulk fuel (diesel) tank maintenance and relocation services:
• Provide ongoing maintenance services for Western Power bulk fuel (diesel) tank storage facilities including diesel contamination control (see schedule 1- site locations of the bulk and semi portable fuel tanks).
• Maintain the bulk diesel fuel tank storage facilities in accordance with all relevant standards and any conditions required by the Department of Mines and Petroleum, Department of Water or any other government department regulations applicable.
• The contractor will maintain a fuel management system to extract all fuel transactions to allow for the use of fuel at the site level across all sites, the use of fuel at the vehicle level using the Western Power current and future fuel cards, a means of consolidation of the information of monitoring purposes.
• Tank relocation services as required.
• Removal and disposal of any spilled liquids and/or contaminated soils arising from any malfunction or fault relating to bulk fuel storage facility at any of the bulk fuel (diesel) tank locations outlined.
3. EOI Requirements

Relevant Experience and Track Record
• Demonstrate your organisations methodology, skills and track record delivering bulk fuel (diesel) maintenance and relocation services and include references from at least three customers who have been offered similar services.
• A list of current and/or past current contracts (in the last five years) demonstrating experience delivering comparable and provide the location of the services provided.
Systems Integration and Customer Support
• Provide an outline of any high-risk workplaces your organisation has previously serviced and describe controls that were put in place to manage, record and control risks identified.
• Provide details of your organisations approach to providing customer support services including responding to equipment breakdowns, ongoing maintenance, training and any other value-added services relating to the proposed bulk fuel (diesel) maintenance and relocation services.
• Describe integration capabilities of the proposed bulk fuel (diesel) maintenance and relocation services. The preference is for a solution that integrates with or makes use of existing Western Power systems and infrastructure.
4. Lodgement Closing Date and Time
Closing date for Responses is 12 noon (AWST) Friday 20 December 2024 Lodgement and Delivery of Responses:
(a) Western Power may, at its absolute discretion, elect to consider or reject a Response that is received after the Closing of Responses.
(b) Except with Western Power’s prior approval, a Response is to be delivered by email and must be:
(i) provided as an attachment to the email.
(ii) sent to: daniel.engel@westernpower.com.au
(c) Western Power may, at its absolute discretion, suspend or cancel this EOI at any time.
