Registration of interest - Emergency Aerial Services

The Organisation

Western Power is a Western Australian State Government owned corporation which is responsible for building, maintaining and operating an electricity network which connects over 2.3 million customers to traditional and renewable energy sources.

The Requirement 

Western Power is seeking registrations of interest from suitably qualified organisations experienced with working on an electricity network. Your organisation must have the capability and capacity to carry out emergency patrols of both the Transmission and Distribution Network as required on an urgent, ad-hoc basis throughout the South-West Interconnected Network (SWIN) (extending from Kalbarri in the North to Albany in the South and to Kalgoorlie in the East). These activities would generally be requested in response to an unplanned/fault event requiring fast response to identify the cause and exact location of the unplanned outage event.

The following general scope requirements are relevant to all activities: 

  1. Provision of Emergency Aerial Services to Western Power to assist in the operation and maintenance of the SWIN.
  2. A turbine engine helicopter based in close proximity to Perth (Helicopter) must be on call 24 hours a day, seven days a week and be mobilised within two hours of Western Power requesting the Services.
  3. As a minimum the Helicopter must:
    • Comply with CASA requirements.
    • Be capable of carrying a minimum of two people in addition to the pilot.
    • Be fitted with air-conditioning.
    • Be capable of hovering Out of Ground Effect under maximum payload and ambient conditions while engaged in aerial works. 
    • Be fitted with a suitable aircraft intercom system for communication between the pilot and all the people on board.
    • Have 4-point lap and shoulder harnesses for all seats in the Helicopter.
    • Have a GPS-based flight following system, allowing the Helicopter service operator and Western Power employees to monitor the Helicopter’s position.
  4. Establishment of a number of pick-up locations (Metro, North, South, and East) to pick up Western Power personnel for emergency patrols.
  5.  The Helicopter may be required to ferry Western Power personnel to remote locations within the SWIN to complete the emergency patrols.
  6. Provision of training for Western Power’s Personnel before they are ferried in the Helicopter to complete emergency patrols.
  7. Additional helicopter(s) may be required for the bush fire season to provide Emergency Aerial Services and/or to assist with multiple emergency events. This may include the requirement to have a helicopter based in Geraldton during this time.
  8. The Helicopter(s) may be required to display Western Power branding, which may require updating during the deed period.

  • Brief summary of personnel and details of helicopter fleet with physical location (if currently no presence near Perth, please provide a plan to mobilise).
  • Brief detail of current Safety, Health, and Environmental Management System.
