Public consultation is an important part of transparent decision-making. We welcome feedback on the following projects to help determine their direction and ensure we are meeting customer and industry needs. 

Clean Energy Link - Northern Terminal - Neerabup Terminal 330kV transmission line

Western Power is proposing a new overhead 330kV transmission line between Northern Terminal and Neerabup Terminal to increase the flow of electricity between Perth and the Mid West region. The proposal is located approximately 13 km north of Perth in the City of Swan and City of Wanneroo. This will enable the connection of more wind and solar generation, and strengthen the backbone of the network to support a cleaner and more reliable energy system for our community.

We've prepared an Environmental review document in accordance with EPA procedures, and it is now released for public review. This document describes the proposal, the likely environmental impacts, and proposed management measures.

Copies of the Northern Terminal to Neerabup Terminal 330kV Transmission Line proposal can be downloaded from the Environmental Protection Authority Western Australia (EPA).

Copies will also be available for examination at:

  • Ballajura Public Library
  • Wanneroo Public Library
  • State Library of Western Australia.

WEM Procedure: Technical Requirements for Standard Small User Facilities

Development of a new WEM Procedure

Western Power is developing a new WEM Procedure as part of proposed amendments to the ESM Rules relating to Distributed Energy Resources – Roles and Technical Requirements. 

The proposed amendments to the ESM Rules require Western Power, as the Distribution System Operator, to document the technical requirements for Standard Small User Facilities in a WEM Procedure. 

We want your feedback

We’re inviting written submissions on this new WEM Procedure. If you have suggestions or ideas that could improve the procedure or better support the State Electricity Objective (under section 3A of the Electricity Industry Act 2004), we encourage you to share them.

Please clearly mark any part of your submission that you’d like to keep confidential.

Submissions should be made using the WEM Procedure Change Submission form and sent to energy.regulation@westernpower.com.au. Please provide your feedback by 5pm (AWST) on 5 January 2026.

Electricity System and Market Rules – Clause 2.2C

Matter under consultation

Western Power commenced the Procedure Change Process to amend Determining Loss Factors WEM Procedure. The amendments include The WEM Procedure will reflect changes to the term “Connection Point” with “Measurement Point” to align with clause 2.27 of the ESM Rules, as “Connection Point” is no longer valid under the 2024 Miscellaneous Amendment No. 3.

Additionally, the notification period in clause 4.5.3 will be extended from 10 business days to 15 business days, giving Market Participants more time to notify Western Power of eligible Measurement Points requiring individual DLF calculations.
