Changes to application and design fees

Due to technical difficulties, we have been forced to delay the introduction of the revised fee structure. The revised fee structure will now come into effect on 16 August 2019. 

While this delay in our go-live is not ideal, our priority is to ensure the launch of our new systems is seamless and there is minimal disruption to your business as usual activities.

On 16 August 2019, Western Power will introduce a revised fee structure that includes an upfront application fee, new designs fees and revised information/conformance services fees for all distribution customer projects.

The revised fee structure will apply to distribution applications including:

  • new connections
  • modifying a power supply
  • isolations
  • relocations
  • unmetered supplies
  • external design and construct

The table below summarises the planned changes:

We plan to review these fees on an annual basis.
We will also ensure there is a strong focus on the customer experience including:

  • more consultative feedback and support when reviewing applications
  • expediting smaller distribution works, when a design is not required, straight to construction
  • working with customers during the design phase to schedule the construction works on their preferred date
  • a site visit for scoping where required.

Design complexity Definition
Standard design Small and single site installations, changes and relocations; low voltage network only, no 3rd party approvals
Detailed design Multi-site installations and relocations; environmental, safe excavation, EPR, 3rd party negotiations and approvals required, overhead network works required. This includes all HV work

Each year we process approximately 5,500 distribution applications and half of these do not proceed to construction. This has resulted in significant unrecovered costs and challenges in managing work volumes. We have concluded it is appropriate for these costs to be passed onto the customer requesting the work.

At the time of submitting your application a $495 application fee will be payable. This is once off payment, via credit card and is non-refundable.

If your application requires a design an invoice will be issued for the design fee.

Design fees will vary and will be based on design complexity. Designs fees range from Standard ($1,320), Detailed ($3,300) and Complex ($6,600).

Design fees are non-refundable however, they will be deducted from the access offer if you decide to proceed with your project.

The revised fee structure will apply to distribution applications including:

  • isolations
  • relocations
  • unmetered supplies

For residential overhead to underground conversions priced at $3400 or $4900, the $495 fee will be deducted from the invoice amount. Hence the applicant will pay the application fee and then receive an invoice later for the remainder.

Our team will review your application to determine if a design is needed. If so, an invoice will be issued for the design fee. The design will commence once you have paid the design fee.

The design fee is not refundable.

Design fees are non-refundable however, they will be deducted from the access offer if you decide to proceed with your project.

We are also taking steps to improve customer experience. These include:

  • more consultative feedback and support when reviewing applications
  • expediting smaller distribution works, when a design is not required, straight to construction
  • working with customers during the design phase to schedule the construction works on their preferred date
  • a site visit for scoping where required.
