Guildford to Southern terminal transmission line

Guildford Terminal to Southern Terminal 330 kV Transmission Reinforcement

Western Power is committed to ensuring the power reliability and security for residents in the south west interconnected system (SWIS).

In order to provide additional security to the Western Power transmission network, it has been identified that reinforcement works are required between Guildford Terminal and Southern Terminal. One option Western Power is investigating is a proposal to establish a second 330, 000 volt (330 kV) transmission line between the existing Guildford Terminal located in Hazelmere and Southern Terminal located in Bibra Lake. 

Project Update – December 2009

Following the community outreach sessions in August, September and October, we have been compiling a list of project options that were suggested by the community in addition to those proposed by our project team. We will continue researching these until we have enough information on each option to be able to determine whether it is feasible. One of the activities that will feed into this research will be the aerial surveys that are scheduled to take place in early 2010. These surveys will provide information on the ground levels, buildings and vegetation along the existing easement.

Given the length of the existing transmission line, we will be holding another outreach session in the new year that all affected landowners will be invited to attend. The same information will be covered from the October outreach sessions (a transcription can be downloaded of each session at the bottom of the page). The purpose of the session will be to speak with anyone who has not had the opportunity to attend one of the project sessions as well as present the options as they currently stand. Background

In 1974 the State Electricity Commission installed a 330 kV transmission line between its Northern Terminal substation in Malaga and Southern Terminal substation in Bibra Lake. In 2006 the Guildford Terminal substation in Hazelmere was established and cut into the Northern Terminal to Southern Terminal 330 kV transmission line, to form the Guildford Terminal to Southern Terminal 330 kV transmission line and the Guildford Terminal to Northern Terminal 330 kV transmission line.

Project outline

The long 330 kV transmission lines that connect power generators to the South West Interconnected System are limited in the amount of electricity they are capable of transporting. The transfer of power from generators to the Perth metropolitan area requires substantial reactive support at the bulk load supply points.  Increasing the loading of these 330 kV lines will significantly increase the reactive power required to maintain stable network operation. 

One option to increase the effectiveness and enhance the capability of the network is to strengthen the connection between Southern and Northern Terminals.  This would involve stringing the second side of the transmission line between Southern Terminal and Guildford Terminal (Hazelmere) and upgrading an existing line from Guildford Terminal to Northern Terminal.

The existing 330 kV transmission line between Southern Terminal and Guildford Terminal (GLT-ST 91) is partially constructed using double circuit towers, however there are some sections of the transmission line that consists of low profile single circuit towers.

Community engagement

Effective community involvement requires an open dialogue between Western Power and interested members of the community as an integral part of project planning and decision-making.

Given that this project is at the very beginning stages of investigation, there is a real opportunity for input by the community. In order to start raising awareness about the project within the community, it was included in the Eastern Corridor Project Suite (ECPS). The ECPS comprises a number of individual projects that are related through geographic and infrastructure links throughout the Perth Hills and foothills. These projects have been managed as a suite of projects, particularly with respect to stakeholder engagement, to maintain consistency, maximise transparency and build better relationships with community and stakeholders.

Seven community outreach sessions were hosted in the Perth eastern metropolitan corridor in the Councils of Mundaring, Kalamunda, Swan, Gosnells, Armadale, Cockburn and Serpentine/Jarrahdale. The purpose of the sessions was to promote interest in and knowledge of Western Power’s ECPS projects and power issues in general; and to engage community members willing to participate in project-specific community engagement processes.

In addition to discussing this project at the outreach sessions, a specific project information session was held on 6 October 2009 to advise residents in the Shire of Kalamunda who have easements on their land, about the project. This session was the first of many that will be held about this project.
